e107 0.7 Themes 2 Columns Fixed Width CSS-Based Layout

I've ported (not completely) an OSWD template into an e107 theme. Since I had originally planned on using this for a project I was working on I didn't have time to add in the code/css that themes the forums, buttons, textboxes, all that garbage. So.. in honor of the religion of open source, I have left all that up to you.
